Gardner emphasized the importance of precision in these consultations related to Licence Conditions and Codes of Practice, indicating that the results of some consultations would be unveiled this summer.
Addressing the conference attendees, she assured them of a balanced and methodical approach: “We are committed to thoroughness rather than haste, ensuring that our consultations are meticulously conducted.” She expressed the commission’s intent to initiate pre-consultation engagement with stakeholders in various policy domains beyond the white paper-related LCCP consultations.
“While I am unable to reveal the specific subjects at this juncture, be assured that we will soon disseminate more detailed information,” Gardner remarked, urging industry operators to adopt the three guiding principles advocated by Gambling Commission CEO Andrew Rhodes: prioritizing individuals’ welfare, upholding ethical conduct, and establishing regulations that benefit all parties involved.
Gardner underscored operators’ responsibility in promoting equitable and transparent gambling practices, especially in safeguarding minors and other vulnerable segments from potential gambling-related harm. Echoing Rhodes’ stance, she emphasized stringent penalties for operators who fail to comply with safety and fairness standards.
“In situations where operators do not align with our safety, fairness, and anti-crime expectations, our compliance and enforcement mechanisms will take effect,” she stated. In contrast, she extended an invitation to collaborative efforts with compliant operators to expedite the enhancement of standards and outcomes, particularly pertinent in the context of implementing the Gambling Act Review white paper.
Gardner also spotlighted the noteworthy role of Society Lotteries and Charity Lotteries in the broader British gambling landscape, commending their significant contributions to community welfare. These lotteries, she noted, serve as crucial fundraising avenues for charitable causes, alongside the National Lottery.
Highlighting statistical insights, Gardner pointed out the increasing involvement of the populace in charity lotteries, especially online participation. She indicated a notable shift toward digital platforms for playing these lotteries, prompting the need for operators to adapt and implement appropriate measures to ensure the safety and well-being of online players.
Gardner commented, “Society Lotteries exhibit strong growth and diverse participant demographics, particularly in the online domain.” She drew attention to the exceptional online engagement levels, suggesting that this trend raises questions about the operators’ understanding of their online customers and their interactions with them.
Concluding her address, Gardner stressed the significance of responsible online engagement and customer interaction, encouraging operators to delve into these considerations regardless of whether their online presence merely involves payment methods or encompasses more intricate instant win offerings.
